Sara C. Kay

Program Director for the Health Program

Sara C. Kay served in the Office of the New York City Comptroller, focusing on health care and social service issues. Most recently Sara was Director of the Office of Policy Management where she oversaw a staff of policy specialists analyzing issues and trends. She was responsible for developing policy recommendations on municipal priorities including public health and health financing issues. Prior to that she was Senior Counsel to the New York City Comptroller, providing legal and strategic advice to the Comptroller and senior staff on issues such as State Medicaid programs and rights of patients in City hospitals. Before joining the Comptroller's office Sara taught at Brooklyn Law School and supervised the Federal Litigation Clinic where she and the students represented low and middle income clients on issues such public benefits, discrimination (including against the disabled) and other federal claims. Her experience also includes corporate litigation on managed care and insurance issues with a major New York law firm.

Sara received a J.D. degree from New York University School of Law and graduated magna cum laude from the University of Connecticut.
